A regular meeting under the chairmanship of Akim, Eraly Tugzhanov was held in the akimat of the Mangystau region today. Several issues were discussed on the agenda.
The Acting Head of the Department of Agriculture Serik Kaldygul spoke on the further measures to improve state support for agriculture and on the creation of agricultural cooperatives. Based on the State Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2017-2021 funds for state support of agriculture in 2017 have been allocated to the regional administration of agriculture in the following areas. To develop livestock breeding, increase productivity and quality by 2017, 80, 3 million tenge have been allocated from the local budget. 181 million tenge for plant growing in 2017. In 2017, KZT 260,240 thousand were allocated for subsidizing investments. Under this subsidy, farmers, engaged in agricultural activities in the region, receive priority requests for the construction of pasture irrigation infrastructure and water supply (wells, wells) of livestock farms in accordance with the project passport. By 2017, 42 wells were drilled. Of these, 20 wells are subsidized. The remaining 22 wells are submitted to the commission for consideration. In 2017, 14 agricultural cooperatives were established in the Mangystau region. In Zhangaozen-1, Beyneu district-4, Karakiya district-2, Mangystau district-4, Munaily district-2, Tupkaragan-1. Within 10 months of 2017, agricultural cooperatives gave 44.7 tons of meat, 56 tons of milk and 201 ton of vegetables, said Serik Kaldygul.
Klara Oralbaeva, the Acting Head of the Health Department told about digitalization of public health services in Mangystau region. The Head of the Department of Justice Ruslan Balgazin reported on the draft law "On advocacy and legal assistance" on the basis of the law "On advocacy". This draft is comprehensive and enriched by the rules on state-guaranteed legal support, as well as the rules on the activities of private lawyers. To resolve current problems, the draft law provides for the following measures. The regulation of the activities of private lawyers, referred to in the Draft Law as "legal advisers", through their association in the Chambers.
Provision of legal support on the basis of probono or complex social legal support is introduced. The introduction of pro bono in Kazakhstan will allow citizens in difficult social and financial situations to receive legal assistance from a lawyer or legal adviser with full support of his legal situation. The provision of such assistance will be based on the voluntary agreement of the parties and will be free of charge. The draft law proposes to review the mechanism of functioning of law offices and much more. Adoption of this law will ensure the provision of affordable and high-quality legal assistance to the population of highly qualified specialists.
At the end of the meeting, the Head of the region Eraly Tugzhanov gave specific instructions to the Heads of state bodies.
