A meeting of the Regional Headquarters on technical regulation and certification took place
The Acting Head of Industrial and Innovative Development Department of the Mangystau region, Deputy Head of the regional headquarters of Ministry of Defence, Gulzhan Baidullina, held a meeting of the Regional Headquarters on issues of technical regulation, certification, with the participation of members of the staff, heads of state bodies, conformity assessment bodies, SCI, manufacturing enterprises and other subjects of business communities on March 16 in Aktau.
The meeting was held at "Atameken" Chamber of Entrepreneurs of the Mangystau region.
Acting Head of the Department of the Committee for Technical Regulation and Metrology in the Mangystau region Tlektes Atchibaeva made a presentation "On the possibility of creating an Assay Chamber in the Mangystau region, for the purpose of conducting examination and stamping of precious metals and precious stones, directly in the region"; she explained the "Requirements of the law and adopted regulations to products made of precious metals and precious stones", given at the expanded meeting of the Regional Staff for Technical Regulation, Certification, Technical regulation and metrology on December 14, 2016.
Marina Gatitullina, Director of the Mangystau branch of the RSE "KazInSt", spoke about the requirements of the technical regulations of the EAEU "On the safety of fish and fish products" and presented the lists of standards to EAEU TR.
Olga Grishina, Head of the Compliance Department of the Mangystau Branch of "NaTSEkS" JSC, explained the issues of confirming the compliance of food products, including fish and fish products, developing, implementing and maintaining procedures based on the HACCP principles, at food enterprises.
Aida Tastemirova, leading specialist of the Mangystau branch of RSE "KazInSt", spoke with the topic "Providing Kazakhstan's export-oriented enterprises with information on technical barriers to trade and SPS measures of WTO member countries".
In the end, Asel Konakbayeva, the chief specialist of the Mangystau branch of the RSE "KazInSt" spoke "On drafts of subordinate regulatory legal acts to the draft law of the Republic of Kazakhstan "On Standardization".
The meeting of the regional headquarters was held with the active participation of present representatives of business entities, namely individual entrepreneurs and representatives of the Union of Legal Entities and Individual Entrepreneurs of the League of Jewelers, government agencies, conformity assessment bodies, testing centers, verification laboratories, and fish producers.
During the meeting, the participants gave suggestions to the editorial board of the TR of the EAEU "On the safety of fish and fish products", in terms of supplementing conceptual definitions; On the establishment in the Decision of transitional periods (the validity of the documents on the assessment (confirmation) of conformity, issued or adopted in respect of products subject to technical regulation of the Technical Regulations of the EAEU, until the date of entry into force of the technical regulations, the timescales and production on the customs territory of the Eurasian Union, in accordance with mandatory requirements, previously established by regulations), as well as proposals for determining the status of a number of interstate standards included in the proposed lists adopted by the Interstate Council for Standardization, Metrology and Certification in 2012-2016. (To enter into force on the territory of the Republic of Kazakhstan).
At the end of the meeting it was decided to forward received comments, proposals to the Committee for Technical Regulation and Metrology, as well as to the state development agency - the Ministry of Agriculture of the Republic of Kazakhstan.
Along with this, earlier, the Heads of the bodies for the confirmation of compliance, testing centers and verification laboratories conducted a preliminary analysis of the possibility of creating an assay chamber on the basis of its enterprise. At the meeting of the RH, invited representatives of the FSO, SCI expressed their opinion that it is not advisable to establish an assay chamber on the basis of their organization, due to large financial investments (premises, equipment purchase, expert auditor training) and low payback of this type of work. It was also noted that it is not possible to conduct an examination of precious metals and precious stones with the invitation of an authorized organization in the region, due to the lack of initiative and activity on the part of entrepreneurs who sell jewelry directly in the region.
It was noted that the objectives of the Regional Headquarters are to inform the region's stakeholders about the regulatory and legal acts adopted to the products of precious metals and precious stones; possible ways of conducting examination and branding of precious metals and precious stones, directly in the region; discussion of TR EAEU projects with interested parties, lists of standards for the TR of the EAEU; questions of conformity of products.
